The real question is what are the number for support of the Dream Act vs full immigration reform.

Two very different types of people and very different opinions are possible. They are both "illegal", but people that qualify for the Dream Act tend to be young and driven meaning more army recruits and more skilled workers than the other group and thus likely to be viewed more favorably.

It would really suck if the support is not for both groups but they group them when trying to pass an immigration law.

The economic benefit is also far greater with the Dream group than the other group. Government is a business, and although equality and fairness would be great for all, we know that the government has high applications fees and requirements for citizenship to try and benefit itself from the process.

One of the reasons the Dream Act has always had higher support is because it differentiates the beneficiaries of wrongful doing. IE The kid was young and dependent on the parents and had no way to decline their will to move to another country so thus he got put in the mess.
