You can always buy it. Lets face it, most immigrants opt for the govt voucher. Almost 100% of my co-workers turned down health benefits for their family because they already had medical and preferred medical.
Financial aid is a different story. I believe we should have access to those funds because most of us pay taxes in many forms, so I don't really see it as a huge handout.
I graduated already, so financial aid is no longer an option but I hope many dreamers benefit from it someday.
