Agree, but president sure has enough power to twist congress around as he likes, one of great example is DACA.

President can take 2 agressive steps to make congress work with him :
1) President can remove 3/10 yers bar completly without waiver. This will alone benefit half of illegal population who is eligble through relatives or employer.
2) Halt deportation for as many immigrants as possible and provide EAD like DACA to all worker untill congress pass real solution. This will pressure congress to suport the bill with path to citizenship for illegals with other enforcement bills.
