People have written here about going to the same DMV together with a sibling or relative, and one person gets a normal expiration date on their ID/DL, and the other person gets a 2-year one.
It seems the validity length of your DL/ID is not dependent on which DMV you go to, but on the employee processing the application. There's probably an option in the computer to set the ID/DL to "Limited Term," and that automatically puts a lower-than-normal expiration date on it.
