Rubio needs to walk a fine line between immigration reformer and conservative champion. He's a key person to neutralize conservative opposition, but precisely because of that virtue, he needs to show he's putting up a fight against Obama and even win some of that fight.

I am assuming he genuinely wants to do CIR, because this will sore up his credentials come 2016. Otherwise, I don't understand his strategy.
