It doesn't seem like anything is clear cut right now without actual legislation.

I think simply the signals are strong that they[Democrats] want to make an effort as the Senate is making an attempt very early in this Congressional cycle...but beyond that Republicans in the House seem to be simply stonewalling hoping enough momentum is built over the year to bring down reform hence why there is timeline for "Bi-partisanship" because House Republicans are currently on defense.....but for how long? I am actually looking beyond CIR at this point for a smaller consensus bill.
