I don't think that is very likely at all.USCIS base most if not all of their operating costs on fees and therefore shouldn't be affected too much by the sequester.The agencies I think could be affected however are the background check from the FBI and the enforcement agencies of ICE and CBP with regards to enforcement.Usually USCIS will just increase the fees for any application they have to process to recover costs and more than likely will do so in the future for reform I suspect.

I think as we go forward the immigration removal numbers more than likely will be lower.
