I believe whenever they say guest worker, they are talking about future flow immigrants.
It is referring to any future rush of immigrants, this being the thorny issue because once a CIR passes, they want to prevent another chaotic buildup of new undocumented immigrants, and something that may help prevent that is easy access for new immigrants to at least get a guest worker visa or similar.
