I don't think it will be retroactive since it makes the difference between giving green cards sooner to hundreds of thousands of people or not. At this point, both parties have agreed on not giving away GCs that easily. As far as age goes, I think the age cap will be similar to that stipulated by 2010's DREAM act, 29, and 31 would really be stretching it. I don't think having benefited under DACA would make a difference since it's just a DHS directive. Hopefully I'll be very, very wrong
