I think the second option was difficult to understand.

and I think what they are getting at is that the current status quo would become null.

For example, lets say an EWI wants to get a green card through marriage. This would not be possible without leaving the country for 3 or 10 years, as per their ban requirements.

This bill would essentially allow them to stay. At least, that is what I am understanding.
