I have a feeling the likes of Rubio and Sessions knows CIR is going to pass whether its tomorrow, a week from now, a month from now etc. I think they're stalling for the sake of stalling...and possibly hoping CIR crumbles from loss of momentum and then they could say stuff like "It seems an agreement couldn't be made in Congress", or "Well, I guess it just wasn't the right time for CIR" etc.
The thing is what would happen if CIR fails is a big mystery. Even if CIR fails (which I strongly doubt), the Obama administration may put up their bill for a vote, or the administration may lay it on thick that CIR was sabotaged (specifically by the likes of Rubio and Sessions), or Obama will just introduce a wide sweeping program like DACA for everyone, which would quite possibly give Democrats a gigantic advantage for the 2014 elections.
Speaking of the 2014 mid-term elections, which would be very interesting if a CIR fails in 2013. I predict a chaotic election, possibly with Democrats gaining a significant profit of seats...maybe even the possibility of Boehner losing the Speaker seat.
