The US only has a little over 300m people, that's not a huge population for a country this size at all. The only problem I see with the population is the aging problem. It will only get worse with the baby boomers retiring and obamacare is going to further burden the young working class. Currently only immediate family members get their green cards within a year (3 months in most cases). The problem is that it excludes children over 21 which is a big problem because you would only get an influx of older people into the country while barring young working crowds, whereas in our cases, creating intelligent waiters and barmaids working under the table instead of being able to build the life we actually want.

Sibling application is not sensible either, the wait is around 15 years or more right now. I think what would make your suggestion fair would be direct family member but include children who are over 21 and not married. And if sibling is the only tie, maybe if the sibling was ever a guardian it should be treated as an immediate family member.

Population grows EXPONENTIALLY.

It is very, very, very, very, very, and very fast.

US will become another India/China before we know it.
