There's no new line. Basically the bill is saying instead of going to your native country to accur the 10 year ban for your unlawful presence you can stay in the US under certain conditions. After the 10 years you jump in line with everyone else who's applying for a green card through the regular channels.

But this doesn't apply to dreamers, farm workers and agricultural workers
