well "streamlined
procedures" would mean that the Secretary can use a much more simple process for DACA recipients since USCIS already has their information. it does not say streamlined pathway. furthermore, the entire section of the DREAM act is set to address adjustment of status from RPI to PR. RPI adjustment is addressed in another section.
