It seems that way,but I'm not sure.

Technically,if it got that many Senators it would supercede 2/3 rd of the total Senate count[67 Senators] and should definitely pass the House if the language in the immigration bill struck the right balance.The Speaker seems to allow a bill when it is quite popular and has a good majority of support amongst Senators such as Sandy Relief and VAWA,but I think reforming immigration law will be completely different for the Speaker!
