I am happy for the few dreamers who benefited from these private bills but the reason I'm guessing that Senators went with the private route and not the whole Dream Act was probably due to the states from which they come. SC, TN, GA (my state) etc have individuals living in some backward delusional fantasy land where to them, immigrants are here to take over and destroy America and because these politicians don't want to be seen as helping immigrants they'd rather say no and be hypocritical than to say yes and lose an election.
