Yes, This is a deadline set by the Chairman of the Committee, Leahy. There's an Executive Business Meeting scheduled for Thursday I believe in the morning. I was under the impression amendments are offered on the Senate floor? Looks like there will be amendments in the Committee after which it will be sent to the Senate floor with full debate possible.
