No, that's not true. In Florida, DACA recipients can use their Employment Authorization Document to obtain a TEMPORARY driver's license (I believe it lasts for 1 year). You have to get it renewed after that.
Governor Rick Scott recently vetoed a bill that would have allowed the Deferred Action 797-C approval letter to the current list of acceptable documents to obtain a driver's license. That makes no sense because if you're approved for DACA, then your work permit was most likely approved as well - which you CAN use to get a DL. He made a really stupid decision...

DACA recipients can also obtain work permits, but approval of work permits sometimes does not coincide with approval for deferred action."
