He knows that there is a group of republicans in the house still against any form of immigration reform. He wants immigration reform coming from his chamber can be reconciled during the joint committee BUT he knows that the Senate could beat him to it, so that the bill coming from the Senate could pressure enough republicans to accept the senate version and pass it with just democratic votes. That's my thinking.
