The Hastert rule would apply here or I m sure Bohener would lose his job in a heart beat. It's the way the GOP does business when they are in control, a majority of their caucus has to favor the legislation at hand or no vote. I think it's stupid if you ask me, but I m sure this time around the pressure on the speaker will be huge and if no vote is brought up, it will be disastrous for the GOP come 2016 even 2014 mid terms.
