I gave you two distinct real life issues where these individuals are US citizens but are not obligated or even simply cannot prove it either because of bureaucracy or economics. You seem to indicate simply because someone cannot prove US citizenship their right as such should be curtailed!
How do you know that those two people are American citizens? They told you so?

If I tell you that I am a US citizen but have lost all my citizenship documents, would you let me vote?

If a US citizen has lost the citizenship documents, he or she should do everything possible to get those documents back. Don't mention anything like cost, time, other people being lazy. A US citizen should even sacrifice his or her life to get the citizenship documents back.

If you do not care about the documents that establish your citizenship for this country yourself, nobody else should care about your citizenship rights, either!
