I believe by taking their piecemeal approach they will be bringing different legislation at different times but towards one ultimate goal. I think of it as putting a puzzle together piece-by-piece until you have covered the entire framework.
As for DreamAct, it appears Cantor-Goodlate will be the one brought onto the house floor. What to expect? That's the part that makes me nervous. Hopefully is comprehensive and encompasses all previous sections from previous DreamAct attempts so it can resonate with other chamber, activists and Commander in Chief.
