Anything the House/Senate passes still has to be signed by Obama and, based on his comprehensive stance that he's taken from the beginning, I doubt he would sign the enforcement-only provisions without the legalization part: "Bring me a comprehensive package to sign." It would look really bad on him if he has the record for most deportations and he signs only the enforcement parts of CIR.
