Lost in the article is the fact that average overstay is 2.7 years. People's main problem is with immigrants who stay for years up years not with those who depart after a couple of years.
More to the point, the bar from reentry which had the goal of deterring overstays acts as a deterrent for exit.
I can personally attest to that even though by looking at the article I am starting to think that if I left quietly I would be able to come back again.
