Deferral of all deportations isn't going to happen. Obviously, he'd have to expand the parameters in which one could apply for deferred action. Lets say he opens the opportunity for noncriminal relatives to US Citizens; that wouldn't apply to all, but it gets a chunk out of the pie. What I see happening is expansion of Deferred Action for said group above and perhaps expanding DACA to include older DREAMers.
