Worse, it compromises the position of proponents and contemptuously dismisses their current activism as merely an exercise in futility.
Assuming rationality among the Republican leadership, it seems incredibly inconceivable not to act in answer with their own legislation, whether enforcement only or not. Which in turn proponents hope would prompt a conference. (Unless they genuinely anticipate more Senate seats in in the coming few years).
