In my case I had a no-insurance traffic ticket I did not pay. After that I was pulled over because my turning signal was not working. Officer had a warrant for the Non-Insurance ticket and arrested me. I got off with a bond on the same day. I went to court and all tickets dismissed and all my money reimbursed.
I still got an RFE for that specific arrest. Which was only for traffic tickets and no criminal records are on my background.

I think the wording is a bit ambiguous, and some people get away with it, obviously some don't.
