Just because democrats were the majority in both branches did not guarantee CIR would pass. A lot of bills were blocked by the minority back then because GOP united for that goal. Obamacare was hell to pass for example. And I guess tackling two huge issues like healthcare and immigration at the same time would be too difficult. Plus immigrants were not pressuring as hard as now. I thinkCIR will pass once the GOP realizes they cant win a national election without the latino vote. They hope the last election for president was a fluke or momentum by Obama not democrats in general. Atleast GOP representatives in purple states want CIR like Joe Heck here in Nevada. Heck changed his mind because he knows latinos will toss him out otherwise. Unfortunately it may take several elections and a better functioning congress to get anything done . And since wecant wait the Dream act should be priority because it is the only piece that can pass if pressured enough and because even a lot of serious conservatives are fine with it
