There is no action, because the majority of these repubes just want there to be no action without consequences to their seats in Congress.

They will talk and talk and talk until the end of the year, just so they can see how the seats turn out for the new Congress, if they gain seats, then say goodbye to immigration reform, if they hold onto seats, then say hello to another 2 years of BS and "talks", and if they lose seats, then maybe just maybe something might be done.
