It's the same old shit, enforcement first with triggers. Democrats can accept triggers if they are not based on somebody's judgment, because Republicans who make the judgment can easily say it's not satisfactory, then blocking further implementation of the law. Considering Republicans were ready to stall the entire country for Obamacare, there's little doubt that they can stall the legalization part forever while blaming the administration for not meeting the Repubs' standard.
Senate Republicans compromised by adding 20,000 border agents instead of relying on nebulous triggers. Now House Republicans put it back on square one.
