The comments he just made in the article you posted did precisely that.

Read the tea leaves and the soundings coming off for a few months now.

Boehner is laying the groundwork.

He's going to make an honest to God effort to pass immigration reform on the throats of his caucus in June.

This is going to be closest thing to reform we ve had since 2007 and the best we may get until 2017.

I hope he gets the job done. But if this isn't done, I won't blame him. I ll blame the Republican Party.
