Maybe I’m not used to news articles, but a lot of the times it seems like the people who write news articles just reiterate what everyone else is saying without adding anything new or useful.

Honestly, relief only for parents of USC or Green Card holders makes the most sense, and yes there may be a possibility where you had to have your child born before a cut off year...like not after 2012 or something.
We just have to hope Obama doesn't stop there and expands it a bit more to cover older Dreamers and parents of DACA etc.
FWIW, I remember reading a couple of articles where there was a forecast on relief also for DACA parents and older Dreamers, I can't find the articles, but there is one of them posted here in the News section if you browse each topic one by one, you should run into it.
Also, some of Obama's most staunchest pro-immigration critics are people who fight for relief for DACA parents, older Dreamers, and pretty much every law abiding undocumented immigrant. So maybe Obama will want to avoid being blasted by them by throwing a bone to DACA parents and older Dreamers.
