The concepts mentioned above were described in the memos "leaked" (no one ever found the "leaker", and we know how this administration goes after unauthorized sources) in 2010 named "alternatives to immigration reform". The memo was drafted by top officials and attorneys at DHS and DOJ. I think the holdup is that the administration has fought against discretion for lots of immigrants; creating case law against hypothetical future relief based on CIR, etc. Now they have to find legal ways to null their own court cases. Wow.

The President is the EXECUTIVE. Executives, all over this nation and all over the world, make decision not up for review or popular vote, EVERY DAY. They are the boss. The President is their boss - what's so f***ing hard to understand about it.
