IMO, the 10 year requirement is more than likely what the administration will be going it. It significantly reduces the number of beneficiaries, but we have to be pragmatic. The EO isn't going to help everyone sort of like how DACA could not help every DREAMer.

Our best bet is that he can help long term residents (which covers many aged out DREAMers and parents of DACA beneficiaries as well as the parents of USC minors) who can prove continuous residency and do not have a criminal record.
