About your mother, I don't think that's an option. The administration is fully aware of the fact that undocumented people work under the table or using SSNs that do not belong to them. If they were going to use "x number of years of tax payment" to disqualify people, that would have been in the Senate bill (as opposed to having the opportunity to pay taxes, which is what is in the Senate bill).

And I agree. I thought at this point, there would be some information leaked to us. Anything! I am hoping the 2 million was just a talking point (since that's a number Jorge Ramos suggested some estimates are) and not an actual figure being considered by the administration. I estimated in a another post that approximately 5 million people could benefit, including the parents of DACA beneficiaries, based on some 2012 numbers of undocumented immigrants.

However, I could see that number still including long term residents (non-DACA DREAMers), parents of USCs, parents of DACA beneficiaries, and spouses of USCs/LPRs who have been here for 10+ years (About 3.1 million). The vast majority of the undocumented population recent immigrated. As of 2012, " 62 percent of undocumented immigrants have been living in the United States for 10 years or longer."
