I've been getting calls all day from family friends and family members who may benefit but are unsure because the requirements haven't been explicitly laid out. My mother, on the other hand, is cautiously optimistic, although based on what we are hearing she will qualify. She only has two traffic offenses for driving without a license. So, as long as nothing like that disqualifies you, she should be alright.
