Even if we were to be successful this round what happens after Obama leaves office and a Republican is president? The whole thing might be scrapped. The reasoning behind the DACA Expansion and DAPA was to help ensure that the Original DACA will stay put. History has proven that The more people who apply for something like this the harder and more heartless it would be to reverse it. The more undocumented people this affects the more News Coverage and Outrage from the Latino /Immigrant community.
There is Power in numbers, Conservatives knows attacking the executive Order Once in place could be political suicide for the republican party as far as getting the latino vote, So their strategy is to stop the DACA and DAPA expansion dead in its track and not let it roll out. Affordable Care Act is a perfect example, They have tried numerous times to destroy it but with millions of people already signed up it's just not happening right now.
