Today I submitted an inquiry request since my renewal case has been pending for more than 105 days. My application was received on 4/5/2016; yesterday was 105th day. I originally tried to submit an inquiry for form I-821D however the system said that my application still within processing time and it, therefore, didn't allow me to submitted. However, the system did allow me to submit an inquiry request for form I-765.

It seems they are determining who is outside processing time by what is posted on the uscis website under processing times table. however, their website says you can submit an inquiry request if you have been pending for more than 105 days. conflicting info.
