I leveled with them, I sent in one last email to The Service Center Operation HQ (SCOps) and I told them to just give me a real response, I told them that I knew it was a cluster mess of a process. They asked NSC to respond. Took them two days to respond, but I know that definitely did the trick. My background was probably just pending being attached to my file, but if I didn't nudge them it would still just be sitting there.
