Well no, if you are adjusting your status within the U.S. (Marriage to US citizen or anything considering Immediate family member) then your case will be routed from NBC to your local field office for final process but if you are adjusting your status outside of the U.S. then your case will be routed from NBC to NVC then to your Embassy for final process.
