T2 call: On 9/11/2016, my card was sent to production, but it failed to produce. "Failed to produce" can mean a number of things: the photo was not centered, there may be typos on the information, etc. When that happens, the officer is supposed to recreate the card without sending it to the back of the line. In this case, it is an internal process, and there's nothing I can do to fix/expedite it.

The question is why hasn't a new card been produced during the past two weeks? So the T2 created a new SR for me, because he thought that USCIS didn't really address the issue when it responded to my initial SR on 9/22/2016. BUT the SR he submitted specifically requested that they respond to me by mail. This way, the T2 hopes that USCIS will have to type up a specific answer and avoid another generic response. The letter should come within 1-1.5 weeks.

I have no faith that this letter will produce any useful information, so I'm leaning toward sending them a second set of passport pictures. I've already lost two weeks of being able to work and get paid legally. Nobody gives two shits, and I can't hold anybody accountable for lost wages.

P.S. I shot off more emails to NILC and ILRC. The latter said this:
