Automated Integrated Operating Environment (IOE) is the Electronic Immigration System ELIS. Apparently is only used by 2,000 of of the 19,000 immigration officers throughout the country.
They forwarded my case to Nebraska, it was on the I-797 I received. Look at your I797 and it should tell you at the bottom which location the notice came from. Elis will eventually replace all the paperwork in immigration, but as of march 2016 it is still ineffective, according to the following report:

It says it only processes 2 out of the 90 types of immigration processes (I-90 being one of them), but they predict that 3-4 years and $1 billion more will make it effective. Funny thing is that this report is dated in the FEB14th to May 14th range, maybe they trusted this Elis crap to soon and screwed us all.
