I contacted NILC and had e-mail correspondence with someone named Josh. I followed up with him once or twice in order to make sure my case was being flagged. I made 3 service requests through the ELIS system (mailbox).

I was very polite in all my attempts. I made sure to thank the service person for their time, even through my ELIS inbox. My reasoning was that maybe they will feel bad for me and decide to make it their personal mission to get my case approved, haha.
