USCIS is a self-funded agency that relies on the form fees paid by applicants to operate. If this were an actual business, USCIS would have folded due to too many dissatisfied customers. Instead, the agency still has a ton of leverage because it has something that its customers desperately need and zero competition. They are not compelled to hold themselves accountable for their ineffectiveness and inefficiency.
