I was told it went into production on 9/20, then told that no, that wasn't the case and my case had been transferred early October then on 10/16 my card was sent to production, but thus far only on the case tracker - not in ELIS.

Others have mentioned that on ELIS, they don't update the statuses on your card, for your card it's primarily the case tracker. Since it went to production on 10/16, I'm guessing you should be getting it within two to three weeks. Hope you get it sooner though since it's been a month since you got approved.
