My only worry is that they are trying to find the most drastic way they can screw us without running into some kind of lawsuit.

For example, of they want to take our permits right away. I feel there might be a way to sue on the basis of, we abidded by the guidelines and therefore them revoking immediately would violate some sort of logic.

I believe this is what they are trying to determine.
