I don't think he is. That would look bad for him because ICE supports him. So he would be undercutting jobs from them. For example instead of funding ICE he would be paying a private company. This would be bad for trump. It was already a plan to cut taxes and to freeze government hiring. It will not affect ICE once the immigration enforcement goes into affect. How is he going to get the money? Who knows
