What if, these cities say hey we will help you trump but you need to tell us what is your definition of a criminal. And based on that definition we will decide if we will help you.

Sanctuary cities will not help criminals, and by criminals I mean non immigration related offenses. The problem is that people don't know the difference between a crime and a civil offense. specially the trump folks.
