If eligible applicants didnt know about it, thats their fault for living under a rock. they had about nearly 5 years to decide to apply or not. so if they want to apply under a trump administration, they are shit out of luck. if they didnt apply within those 5 years they probably didnt qualify or were scared to... so in a way it weeds out the bad hombres.
