Great question. I believe after you get your 10 year permanent card. However, I would still try with conditional residency to see if it is possible or call SSA for more information. They still recommend updating their records to reflect the change across anything that may use your SSN. This
site was quite helpful concerning the change. According to
this forum, it does appear you gain an unrestricted social security number with conditional residency.

I guess so, but if you read page 2 the note says

The semi-colon is the giveaway. J specifically deals with any type of proceeding. It would have been confusing if they included it there.
